I'm looking to grant moderators rights to post topics in locked forums without giving them admin rights. I want the forum to be able to be read by anyone, but only admins/moderators can post... is this possible?

Simply have your moderators make their posts and lock the forum/thread when they're done. All can then read but won't be able to post replies or start new threads.

what about in locked forums, so that no one else can post in the forum?

Yes, Moderators can post in a locked forum as long as they are a moderator of that forum.
