how hard would it be to 'mod rewrite' topic links

I know 'mod rewrite' from htaccess is a linux thing and not a windows thing, but I am wondering how hard it would be to do a mod that could achieve the same thing in windows?
so basically what I mean is, instead of a link like "http://forum.snitz.com/forum/post.asp?method=Topic&FORUM_ID=111" being made by snitz, it would instead be something like "http://forum.snitz.com/forum/how-hard-would-it-be-to-mod-rewrite-topic-links.html"

is it even possible with asp?<

There's a free version of isapi_rewrite 3. I use that free version to do the rewrites on a vbulletin forum ( http://www.easymarketingforum.com ) so I am sure the free version can be used for Snitz.<
