Couldn't read all the text on that but it looks like somebody has managed to modify your messenger app to display this message in an effort to get you to visit their site. If it were a real security notice, the message would tell you to visit the Microsoft website to get the fix.

Search is your friend “I was having a mildly paranoid day, mostly due to the fact that the mad priest lady from over the river had taken to nailing weasels to my front door again.” |

I'm told to visit www.popupadlock.com
How do I check if what you suggest is true? Can I replace the messager app?

Yes, spammers have recently caught on to the fact that most users have the network messenger service runnning. Stop the service on your system to kill the messages. |

Nothing recent about this, been going on for quite some time, well over a year that I know of. As D3Mon suggests, just turn off the messenger service and set it to manual start or disabled so it doesn't startup if you reboot |

Yeah, those bastards!
Sorry, but it made me angry when it happened to me. The companies selling the product are most likely the ones doing it. It's like extortion -- pay us and we'll stop spamming you.
Anyways, here's a link that explains what it is and more importantly, how to stop it.
